In 1984 in Oceania the government controls people through fear. There are no "laws" but through fear of what the party and Big Brother may do to you people are kept in line. They are consumed by the fear of what may happen if they move a toe out of line. Orwell uses this fear to make people fear their own government and the possibility of it becoming too powerful.

So that's kind of a combination of the essays we read, the first one we read (I gathered anyways, I tend to interpret things differently soo we'll see what other people think) was more about physical harm like dropping bombs and murdering millions of people, and the second was more about verbal manipulation. So Oceania was a combination because what Winston fears is both hyped up from oral stories and the obvious physical threat.
